1. Step 1: Identify the legality of cargo, export shipment before declare Customs

Pursuant to the provisions of Decree No. 69/2018/ND-CP dated May 15, 2018 of the Government of Vietnam, exported goods are often divided into the following groups:
a. General cargo
These are widely exported items and usually do not require complicated export customs procedure.

b. Prohibited cargo
These items are not allowed to be exported to international markets or any other country under any method. If these goods are still transported, they will be fined or treated strictly by the law.

c. Cargo need licensed
These are cargo that require a license from a competent state agency when exported. These cargo included: pharmaceuticals, seeds, animal and plant products, mineral samples, wood products, chemicals, cosmetics, books, newspapers, data storage and communication equipment.
d. Cargo need to specialized inspection
These cargo usually have to be inspected by specialized agencies before being exported abroad or international. However, at present, there is no specific list for inspecting these cargo before export.
e. Cargo bear export Tax
With these cargo, enterprise want to export them, they must ensure to pay full tax before export them out national border.
f. Cargo export as quota
Cargo in this group are limited in quantity as well as volume or value of export.
Understanding and classifying cargo is one of the first and most important step in the export procedure as well as in the export customs declaration procedure. This helps enterprise avoid unnecessary risks in transporting and bringing cargo to international market.

2. Step 2: Sign an export contract

In the second stage, the establishment and completion of the export contract, also known as the foreign trade contract. This is an indispensable step in the export customs declaration procedure.
This is also considered as an agreement between the exporter and the importer. And this contract need to describe clearly and specifically the main points such as: name of commodity, quantity, price, delivery terms, packaging type, payment method and any other special agreements between the buyer and the seller. This contract will be the legal basis to ensure the safety of the export process and solve disputes if any.

3. Step 3: Prepare necessary documents to do Customs procedure for export cargo

The next step in the export customs declaration procedure is to prepare a complete and accurate documents. This will be the deciding factor in whether the cargo are cleared or hold. The necessary documents include:

  • Foreign trade contract: this is document show terms are agreed between the seller and buyer.
  • Packing List: this document list details of quantity, dimension, gross weight of cargo, serve and support for checking and transporting
  • License and other documents depend on the specific type of exported cargo

Each type of document or paper has an important and separated role, necessary in the export customs declaration procedure, ensure that everything is in accordance with regulations

4. Step 4: Declare Customs export cargo with Custom Department

With this step, it is extremely important to use the available data from the above documents. At this time, the logistics staff will declare electronic customs on the software to enter data and create a customs declaration form. Furthermore, with new export enterprise, they will need to complete important steps as below:

  • Buy token from reputable suppliers such as Viettel, VNPT, BKAV, Thai Son… to ensure the security and legality of electronic transactions.
  • Register token with the General Department of Vietnam Customs through the VNACCS system. This system will provide the right to use the electronic customs declaration system.
  • After that download and install the electronic customs declaration software (ECUS)

5. Step 5: Carry out export customs procedure

Customs clearance procedure is one of the important steps in the export customs declaration procedure and is an important step to determines the success of exporting cargo. Once the customs declaration is completed on the software, the customs declaration form will be processed according to one of three lanes: green, yellow, red, depending on the level of inspection of the shipment.

a. Green lane Customs declaration form

With green lane customs declaration form, cargo will be cleared immediately without inspect actually. At this time, enterprise need to prepare and submit the following documents: unloading order, barcode sheet, infrastructure fee if any.

b. Yellow lane Customs declaration form

With yellow lane customs declaration form, it means that the documents need to be carefully reviewed by customs department. Enterprises need to prepare full documents according to regulations and submit them to the custom to proceed next steps.

c. Red lane Customs declaration form

With red lane Customs declaration form, it will be check strictly documents and cargo directly. The inspection can be done by X-ray or directly opening the containers for inspection

6. Customs clearance export cargo

This is the final step in the export customs declaration procedure. After the customs declaration form has been cleared, enterprise need to resubmit Customs declaration form and barcode to carrier to ensure cargo will be loaded onto vessel and carry out the confirming procedure with supervising Customs.
