CUSTOMS DECLARATION PROCEDURE FOR IMPORT CARGO

I. Customs declaration procedure for Import cargo

Any cargo need to be declared Customs, each of cargo will have different Customs declaration procedure. Generally, Customs declaration procedure for import cargo have 7 Steps as below:

1. Step 1: Commercial Contract

This is the first important step to declare Customs quickly. If general cargo, Customs produce will be declared quickly without inspection.

With special cargo such as quota import cargo, dangerous cargo must be check carefully before import. Besides, Enterprises import these cargoes, they have to do certificate of conformity before shipment arrive port of destination.

2. Step 2: Prepare and check all import documents

Enterprises have to prepare all below documents to declare Customs for an import shipment:

a. Commercial Contract

This is document show all information between Buyer and Seller or Shipper and Consignee.

b. Bill of Lading

Bill of Lading is a document show shipping schedule of vessel, truck, airplane and commodity, carrier name, airline name..

c. Packing List

Packing List show number packages, Gross weigh, Dimension of cargo. This document prove exact with shipment details.

d. Certificate of Origin

Shipper will provide this document to prove Origin of cargo. Without C/O, it is difficult to do Custom clearance quicky.

e. Commercial Invoice

This is obligated document in Import- Export cargo produdure. This Invoice show Costing, Selling price between Buyer and Seller, payment method.

3. Step 3: File and Submit Customs Declaration

Enterprises fill in all information in Customs declaration or submit Electronic Customs declaration. Custom Department will issue automatically online Custom number.

4. Step 4: Get Delivery Order

• Enterprises need to prepare enough below documents to get Delivery Order.
• Copy of ID card.
• Copy of Bill of lading.
• Original Bill of lading with stamp.

5. Step 5: Prepare enough Customs document

This is important step in import procedure. After Customs declaration appproved, Customs department will select Customs declaration forms in to 3 lane Green, yellow and red.

• Green lane: With green lane customs declarations form, our shipment will be declared automaticlly without inspection from Customs staff. Enterprises only print Customs declaration form and pay Duty, Tax to finish Custom declaration procedure.
• Yellow lane: With yellow lane Customs declarations form, Customs staff will check this shipment by X-Ray method or inspect cargo directly. It aims ensure cargo exact with Customs declaration form and ensure the safe for import cargo.
• Red lane: With red lane Customs declarations form,the shippment will be held and inspected strictly by Customs staff. Besides using X-Ray method or inspecting cargo directly, Customs staff will check all documents involve this shipment. If this cargo listed in prohibited import good list, enterprise will be fined and treated by Law.

6. Step 6: Pay Duty, Tax and finish Import Customs declaration procedure

After declare Customs for an import shipment, Enterprise have to pay Duty and tax to finish Import Customs declaration procedure.

7. Step 7: Transport cargo from seaport to cness’s factory

After finish Customs declaration procedure, this shipment will be entered Cat Lai warehouse before transport to consignee’s factory.
